An off-duty uniformed Houston Police officer working extra employment at a business at the location spotted a suspicious vehicle. Investigation determined the vehicle had been reported stolen from Fort Bend County and was linked to an assault. Uniformed on-duty officers arrived and attempted a criminal traffic stop on the parked vehicle. Officers issued multiple verbal commands for the occupant to exit. Jamarcus Oneal Spates, 30, remained inside for an extended period.
Officers then made a coordinated approach. They believed Spates pushed open the driver's door and extended his arm in a shooting position. Officers discharged their weapons. Spates was grazed by a bullet. Officers rendered aid until Houston Fire Department paramedics arrived. Spates was transported to a hospital in stable condition and is expected to survive.
