July 2011. Format 18 — Operation “White Wagon.”

The Interdistrict Investigative Department in Novocheboksarsk of the Investigative Committee for Chuvashia has opened a criminal case against a 23-year-old resident of Novocheboksarsk, suspected of committing a crime under Part 1 of Article 282 of the Criminal Code of the Russian Federation (actions aimed at inciting hatred or enmity, as well as at humiliating the dignity of a person or group of persons on the basis of nationality, committed publicly).

According to the investigation, in July 2011 in the city of Novocheboksarsk, the suspect posted a video titled “Format 18 — Operation ‘White Wagon,’ which is included in the Federal List of Extremist Materials and is intended to incite violence and physical destruction on the basis of nationality. The suspect posted the video on his social media page using his aunt's computer.
