They are simply people having fun, many of them do so in closed spaces (not in public) and although some are like that 24 hours a day, others simply do it once or twice every four months (the vast majority of them are normal people most of the year).
Drug addicts, on the other hand, are doing that 24 hours a day.

With a few exceptions, the vast majority of businesses do not lose customers because of a couple of ravers, but they do lose customers because the streets are full of homeless people who urinate and defecate in the street.
