PHILADELPHIA (CBS) - A Philadelphia Parking Authority worker was shot on the job on Friday. It happened along Frankford Avenue by Orthodox Street in the city's Frankford section just before 4 p.m.

Authorities say a 37-year-old parking enforcement officer was targeted in that shooting, but police are still investigating a motive.

The Philadelphia Parking Authority said the man is in stable condition.

"It's just scary, man, the day after Thanksgiving," Frank Colon said.

Police rushed to Frankford Avenue and detectives used flashlights to comb for clues after a parking enforcement officer was shot while on the job right in front of Philly Tech Nail Spa.

"I've watched Parking Wars, you know what I mean? But I've never seen it go this far," Colon said.

"It's just terrible," Barbara Pietrolungo said. "It's so tragic and scary."

"We believe he was the intended target," Deputy Police Commissioner Frank Vanore said. "We have some witnesses saying a car pulled up, shots were fired, and then a car pulled away."

The 37-year-old victim was shot in the left ear and right shoulder and left for dead.

"It's bold, it's brazen and it's something we're going to do everything we can to solve immediately," Vanore said.

Neighbors say they have often seen the parking enforcement officer patrolling the neighborhood, adding he was friendly.

"I speak to him every day," Bamba Sisoko said. "He's a good guy, he's a very nice guy. Sometimes he said hello to me."

Detectives say the shooting is possibly linked to a parking ticket written by the victim. Now, officers are reviewing the names of drivers who have recently been issued tickets by the parking enforcement officer.

"We're working here with the parking authority. They're assisting us on going through what he did today and we'll go back through that very carefully to see what we could find out," Vanore said.
